I have been in training in one aspect or another for the last 40 plus years. From my days in the army to the last 30+ years in the motor carrier industry, and the last 20+ years on the other side of the regulations, providing compliance inspections, audits, training, and consulting to both property and passenger carrying motor carriers.
I have had the privilege of working in all areas of the industry, including teaching new professionals about the FMCSRs, instructing them on how to operate commercial motor vehicles, and was a third-party CDL tester for the State of Utah. I was also in operations, and especially proud to have driven over a million miles without any accidents.
In my experience, the primary concern—and a significant source of non-compliance and safety issues—is an insufficient understanding of applicable regulations.
Now there is a big problem with maintaining effective programs even if the knowledge is there, but that part is up to each individual responsible for safety…and to take a quote from Smokey…”only you can prevent non-compliance”.
